That’s simply inaccurate. Developers/publishers have been able to set specific prices and discounts for a while now.

I’m pretty sure the publishers have 1 control over Steam’s pricing of their content.

Let’s be real, Total Annihilation was amazing (especially with mods) and remains a personal favorite but Planetary Annihilation is better in every way.
