It’s technically a form of cel shading. I was just making a joke in reference to Gearbox making a big deal about how it isn’t cel shading because it was associated with non-serious games at the time.

As others have mentioned, there’s Empire at War but nobody seems to have mentioned the best Star Wars RTS that’s built on the same engine as one of the best RTS games ever... Galactic Battlegrounds (built on the Age of Empires engine).
