No, I mean it's literally a folder within the OS that stores data, whether it be files, shortcuts, etc. Personally, keeping a clean desktop seems effective, but it's unfair to say others are using it incorrectly. Ultimately, the "right way" to use a computer system is whatever way works best for each particular user.
