Yea, Photoshop can be really expensive, but that's relative and why Creative Cloud is a great option for most non-professionals. For a perpetual license, you can find deals on older versions then purchase an upgrade license... or just use the older version; Photoshop doesn't stale quickly.

Don't blame the software; blame the user. PS handles large gifs just fine. You should be toning down the color palette, framerate, and quality settings anyway since it's for the web.

Their logic was clearly to go old school but their execution may have been... flawed. Just to be clear, I think it's silly and ugly and would rather have a bone-stock Scrambler than that thing.

If you're looking for only basic functionality, Windows' Snipping Tool should be fine. SnagIt is just a poor man's version of Camtasia, which is way beyond your use case.

Semantically, return on investment would relate to something like gym membership, hiring a trainer, purchasing equipment, etc.; what you're talking about is efficiency.
