Diminishing returns? Well, if the automakers don’t think that, and they would be the “experts” that government relies upon to change these regulations, it’s kind of a moot point, no? There’s no rational relation there, therefore the government doesn’t have the power to lower the bar.
The lowest form of government power must pass a “rational relation”test. That means that the government action must somehow relate to, or advance the stated goal.
