The Wall Street Journal article talks about her iron deficiency, and the USTA request is listed as "slimming down and getting in better shape" in one place and focus on "fitness" in another place.

Sure. But they're not mutually exclusive either. What else would she be doing when not going to tournaments? You lose weight by training.

Juniors rankings don't matter and nobody cares about them - USTA thinks she could be a future Grand Slam winner in adult events. They're pushing her towards that goal. They think her time would be better spent training and improving than beating up on girls who can't return her serves.

A lot of players on the cusp of the juniors/pro circuit skip juniors events to train for pro events. Her coaches think her time would be better spent training than playing against more juniors, so they won't pay for her to go.

What kind of performance-based metrics are there? Track and swimming are all about speed. Do you have a division for people who have never run under 11 seconds in the 100m dash? That doesn't make any sense.
