I think the pricing is such that you can buy the physical cartridge, then the other two campaigns as a lower-priced DLC. [relative to buying a new physical Cartridge].
If you want both cartridges, it probably is a good idea to go for the apparent full package which was ~$80 for both games with the third campaign thrown…
This used to be the idea behind “Expansion Packs” and the pricing is following the same model.

Yeah, I think they're specifically called "microfigures" in contrast to the normal-sized minifigures. You can read the different categories in the description. and the top view shows what the tiny piece looks like.
