I think the real problem is that it's hard to represent the process of getting put on paid administrative leave in a video game. Unless a police officer is actually found to have done something illegal (a very high bar) there are usually no significant consequences, even if they make a mistake and harm an innocent…
What's the problem? A game like LoL, or many of the other F2P games are going to give you a lot more playtime than a standard single player game. People happily plunk down $60 for maybe 30-40 hours for a lot of games. What's wrong with someone paying $200 for a game that gives them 1000s of hours of enjoyment?

I feel like it's actually more realistic. If a real cop saw you shoot at a pedestrian he would be shooting to kill, not trying to walk up and arrest you.
