The Vicious/Syndicate stuff is by far the worst aspect of the show, and seems to be driven by a need to a: pad the episodes out, or b: tack on an Overarching Plot to the benefit of nobody on the adventure-of-the-week. It just grinds everything to a halt, and forces the audience to linger over the show's worst aspects.
