I personally felt the complete opposite. 

It still reads much more as tolerating unions rather than welcoming them.

You know, the first tech company that just goes “fuck it, unions for everyone in the company!” and finds out just how much goodwill and talent it attracts, while not affecting their bottom line and making them less responsible for shit, is basically going to fuck over every other company that keeps bitching about it…
