Sounds to me like the most likely benefactors of the tax cut are the wealthy, and those in low tax states with kids. Should get an additional $4,000 in child tax credits though correct? So whether he benefits or not will depend on whether the tax on the 13k will be greater than or less than $4,000. The more he makes, the less he will benefit from the tax cut as his rate will be lower.

If you were really an accountant (or a good one), you would know how absurd it is to make wide ranging statements about how tax laws effect individuals.
