Well the Cuban invited Soviet missiles after the Bay of Pigs. It was becoming clear that if Cuba was to move toward socialism and independence from the US, it would surely be invaded. Corruption in Cuba does not begin to compare with the corruption in rich democratic countries and it is essentially microscopic relative the aircraft-carrier scale of corruption that is the norm in other developing countries.
