Don’t make it sound more exotic than it is by calling it “elemental”. You can get hydrogen from electrolysis of water, with electricity coming from solar panels.

I guess it would help, but I think there’d be plenty of blunt force trauma from being thrown against buildings / trees. It won’t be cheap, either. Multiple life vests per person, you’ll need a storage space for them, and they won’t be useful for anything else. May be good for homes - and they can use it when boating…
