NAS performance will vary based on all sorts of things.

Android tablets perfer MP4 containers with h.264 encoding. Hardware decoding will happen if you make your files like that. Any other container or encoding will force software decoding with a 3rd party video player - meh.

I don't use Windows for this, but I'd think the CLI interface would be cross-platform.

There are lots of possible issues. To really determine the root issue, your network needs to be understood - routers, switches, wifi, network cards and settings. If you have multiple network cards, routing becomes more complicated. This command should help.
