A bad ECT usually fails open, resulting in a measured coolant temp of -40F, causing them to flood (thinking max cold-enrich is needed), in which case, you can clear it and get a start by invoking clear-flood (key on, WOT, crank), disabling the injectors until you lift your foot.

That little trick would actually tell the PCM to DISable the fuel injectors. In the industry, we call it “clear flood mode” and it’s fairly ubiquitous. David has it right, he has a vacuum leak. Please explain how freeways in Indiana are posted at 55mph, while some rural roads (not divided highways) are posted 65mph. I, as a Michigan resident (where freeways are all at least 70), have sworn to never drive south/north through Indiana again.
