Perhaps there should be a nationwide law that all cars must leave the dealer with a proper metal license plate? California is particularly stupid about this. There is no reason why people should be allowed to drive with easy-to-fake paper plates for 6 months (and evade bridge tolls in the process).

Devil’s advocate here - If a plate turns out to be stolen, you still know that the criminal was at a certain place at a certain time, and that can help with the search. For example, if the criminal stole the plate off a car that was parked on someone’s driveway, and didn’t realize that a camera was watching... yeah…
