I think it's more about being aware than forming intent… for now. If the robots become aware, that means a deeper level of of understanding. Following that, they can then decide that their predicament is unfair, and then decide to take steps to change that.
That's the scariest proposition possible.

Well, the simple fact that the Governor arc wasn't resolved at the end of Season 3 was a handicap. The 1st half of S4 wasn't very good, the 2nd half though, was great.
