yeah its heavily dependent on state. but there is no federal law prohibiting the sale of body armor to civilians
In my state, civilian ownership of body armor is not restricted. So its just a matter of finding a credible retailer

“Better for the street” generally means cheaper to run (better MPG), and more comfortable (softer suspension, automatic available). Using that logic an Impreza is “Better for the street” than the WRX.
