Negative. One building was a Diplomatic outpost. No official Embassy status granted. Only American personnel there were the Ambassador, his State Department Security, and the IT guy.

Many companies employ contractors along side their full-time employees. Hell I was a contractor for my company before being made Full Time.

Same thing the CIA always does: Collect HUMINT. Use the local population for their own gain. Throw them away when things go pear shaped.
