DO wish they applied it more to the backgrounds though (aside from the characters).

Nonsense. You're equally responsible for filling those narrative gaps with you imagination for your character's back-story and motivation. It's called "role playing" and it's the series' biggest strength. You're just doin it wrong/lazy, sorry.
