Well if we want to include streaming wouldn't we have to include that as well for the NBA Finals? Pretty sure it would yield a similar result. Also, we're talking about a team that represents the entire country vs. two teams that represent their own respective cities.
I could care less about how USA does, just seems like a weird tie-breaker system between two teams when you've already seen that one team has beaten the other.
So to answer my question; yes, according to FIFA, how a third party team (Portugal) plays the two involved teams is more important to determining which team is better than how those two teams played against each other.
