I overspend thinking that I can ask for more once the preorder numbers are in since for some reason we or our publisher use that data to make really important decisions. Now say I’m the publisher. I’m not giving any more, or at least not as much money.

Every time you preorder a game it is incomplete. You’re ordering it while it is still being developed. There is no “Early access or something” for PS Vita. Your brain goes to really weird places with very simple info.
