You can only fight Lavos at the beginning during new game+ and you wouldn't be level 1 on a new game+.

He does tend to rework the entire game by himself once all the heavy lifting is done. This is why you see demo after demo of perfect bugless gameplay for years before the game releases. Planning, production, direction, writing, and game design are done by him. So while he doesn't make them alone.... He also kinda does.

I took away that they were trying to communicate with PAX a little more. It seemed more an attempt to assuage concerns of employees or to attempt to coordinate their security efforts. PAX didn't get back to them til they had canceled. I didn't see anything that implied PAX was at fault.
