If a story in English like The Wind That Shakes The Barley doesn’t count, but the same film would count if they spoke Gaelic, that seems like an odd thing to hinge

Yea, I think the title name causes unnecessary confusion. Either it’s the best film not in English (in which case an English Canadian film wouldn’t be eligible, but a French Canadian one would, ditto films in Gaelic or Welsh but not English, even if they are all set in Great Britain- which seems a little silly but
