The few Costco’s in my area require at least at this time, the flash of a card to enter. The food service area is on the way out between checkout and the exit, which also has employees at the door. They won’t let you in through the exit, so I doubt non-members can even purchase food.

I think he meant the overall process, if those folks get turned away at the door, the store will be a little less crowded and they won’t be in front of you in line, and arguing with the cashier about checking out.
