Another awesome off road game for the GBA was Karnaaj Rally, it had one of the worst covers in the world, but it was one of the best top down racers I have played. Granted it isn't a true off road game, as it has weapons and such, but damn was it fun.

My guess from my understanding about how TV works is that the History channel gives BBC money to use the Top Gear name, so, in effect giving even more money for real TG episodes. But, I could be completely wrong.
Why does it have to be developing a skill? Why can't it really be just for fun? I own a slot machine, and I do play it just for fun, granted it costs me nothing. But messing around with the machine and all the flashing lights is entertaining.

I was watching this show on Velocity, Wheeler Dealers, where the guy trades in cars to buy better ones, and he had a red Integrale Evo II, and he traded it for a Ferrari 308. I think I would have kept the Lancia over the Ferrari.
