Okay, hypothetical here, let’s say we were in a place like China where both black and white people were in the minority, would it still be okay to call white people racist, cracker, etc?

But, in 2017, individually, and to an individual, and on an individual basis they are the same thing. I, as a poor white person, have never been an oppressor of anyone. My family, which all entered this country after 1896, have never contributed to or taken part in slavery in America.
