Congress could pass legislation creating enforcement priorities that would go a long way in easing fear.

I could get behind that under the right conditions. Probably have to pay a fee to get the card. Pass a criminal background check, obviously. Possibly pay higher income taxes. Might need to be renewed every couple of years. And immediate, permanent deportation for committing felonies and certain misdemeanors.

You are scaring them when you are, “reassuring them that in Canada they are safe, period.” If they are legal immigrants, you should tell them they are safe here. Because they are. When you say they are safe in Canada they realize they are not in Canada. This reinforces their fear. You are doing damage.
