What exactly does “underfunded” mean? How much is the current projected funding and how much more is needed? How do they arrrive at these figures? Who decides how much is enough? If you don’t know whether the people exist or not, how do you know you missed them?

I’m a little rusty on my parliamentary procedure, but this is a resolution not a law, so pretty sure Trump doesn’t need to sign anything.
