This looks like they tested on actual hardware after they finished the game on the PC. There's a reason why you need to run live code on a devkit at every possible step, to ensure that things like this don't happen. :(

Simple logic would dictate that these are left-over stock that they've already paid for when they did the settlement, hence, they're just getting rid of them for a profit - offsetting some of the loss incurred by the settlement.
