Our lesbian mayor is currently being sued by a group of pastors for trying to get an equal rights ordinance passed that included, but was not limited to, the LGBQT community. She could not legally marry her longtime partner in Texas until SCOTUS ruling. State of Texas is still a theocracy thanks to gerrymandering.

Part of cheapness due to availability of large group of exploited laborers. Lower taxes means less services for Texans who need it. Cheap living comes at a cost for many.
