You’re probably right about the sales numbers, but since the major bits of work to localize are things that could be shared across both platforms (text, voice acting, etc), the fact that the 3DS version would sell so many more copies might actually help the case for bringing DQ11 to NA.

They’re bringing Dragon Quest Heroes over (with a collector's edition, no less). Between that, all the other times they’ve localized Mainline Dragon Quest games, and Squeenix’s recent efforts to suck up to western audiences, I’d be quite surprised if this didn’t make the hop.
