I have used 411.com for a few years now. It works on businesses and homes (but who has a home phone anymore) and it's free. There are also links to get more info on the person you are searching for for a nominal fee. Kind of creepy that someone can pay a few bucks and find out all kinds of info on you.

I don't mean to brag or anything but the city of Saint Paul, MN has been doing this for over 100 years now.
