I have never been able to play any games that trivialise death in war, I think it might have been due to Cannon Fodder.

Apparently it’s actually really hard to get working on an actual PSP - they suggest you run it on a PSP emulator.

I am guessing it’s either - a non-Pikachu soul possessing a Pikachu for some reason (kind of like in Ghost Trick), and/or it’s a pokémon that gave up his moveset for an ability to talk and stuff, like Meowth in Team Rocket in the TV series.
