I think the defacto standard needed is a combat system like the arkham games for all superhero games. Each character needs a highly varied amount of combat moves to make it interesting and not boring.

I think they already made that game. It was Captain America: Super Soldier, for last gen. Based on the first movie.

Then track down the one that coincided with the first movie. Combat in it was pretty darn close to Arkham Asylum. It had some other fun systems too. Captain America Super Soldier I think it was called. It also had support for Triovis 3-D, like the Arkham games did.

My favorites so far are the Cody/Link and Poison/Bayonetta mods. Pretty well made, and they sync up well with the existing character.
