I meant Hillary, if she had won. They would have had everything in order to start the procedure before the transition.

And Republicans only lost 1 seat in the Senate and 6 seats in the House while still maintaining comfortable majorities in both. On average roughly 4 seats in the Senate and 17 seats in the House change hands every election.
