I think the deal was sure playboy had nudity, but for the most part it was random models that weren't otherwise famous. While in maxim the women in the magazine weren't actually naked but they were legitimate celebrities.

I was far too old to be the target audience for Maxim, but wasn’t its deal that the models never got nude in it? Say what you will about Playboy (and Hefner) but at least they didn’t make pointless pseudo-pornography.
