You can’t disenfranchise states. States aren’t citizens. The only entities that are being disenfranchised are citizens.
That’s incorrect because the electoral college distributes votes among delegates differently. A vote in a state like Wyoming or Alaska weighs a lot more in the electoral count than a vote in a state like Florida. A voter in Wyoming has over 3 times the voting power than a voter in California.
This is a politically savvy move despite the low probability of immediate success. Whether it succeeds or not is almost beside the point if it gains traction as a subject of debate in that it could drive enthusiasm for the next election.
