Did this just affect land-line calls? So were cell phone calls still getting through? If it affected both, then did anyone die due to this? I mean 3 months; I would have to think someone needed 911 bad enough a life was on the line...

I'm confused... I've moved 4 times and never had issues cancelling service. Even if you're not moving, tell them you are. Either 1: To a place they don't service, or 2: Moving in with a roommate who already is set up.
I'm assuming this has to do with the improved public transit. People increase bike usage when closer to downtown, and decrease (Use public transit instead of bikes) further away from town?
