There are some 'classic' ones, insofar as they tend to get brought up a lot and are well done, but most, if not all, are very 'recess yard scary story'-ish.
I feel like having legitimate chapters kind of goes against the very idea of creepypasta unless it's just, like, framed as something else. Once something has chapters it's now a book (or, on the internet, fanfic).

I'd imagine the best solution is both active and honest attempts at rehabilitation and not being afraid to go 'this rehabilitation isn't working, we probably shouldn't release them.'

Being warehoused is too costly. That's why I advocate for just a giant pit we can put people in who we don't want back in society.
Do the girls need rehabilitation? I know one had serious psychological issues that need helping, but if I remember the other just did what her friend wanted and was young and stupid. While they obvious both need help, I'd assume them attempting to kill someone else again isn't particularly likely.
