I sped-run (speed-ran?) Blue version a long time ago on the Game Boy Color. No glitches, just a lot of running, Digging, Escape Ropes, Repels, and only three Pokemon—Blastoise, Zapdos, and Diglett (I think). It took about 1-2 hours.

So it's DLC you need to 100% the game, but instead of being digital content, it's something you have to go buy in stores. And because it's a collectible toy, you may not be able to find it in stores, forcing you to pay more on the aftermarket.
