With regard to that related actual city car with FWD; the general shape of the Volkicar strongly reminds me of the Fiat Fiorino / Citroën Nemo / Peugeot Bipper triplets. Those have been made in Turkey for quite a while now. Most are tiny vans, but there are civilian versions:
Minus the celebrity bit, the spec Citroën C1 endurance racing is pretty much what you describe
