Forrest Mims III, IIRC, did that for a magazine column many years ago when surface mount ICs started appearing in everything. He glued some surface mount hardware to his business card and connected the various bits using a pencil. It wasn't the most efficient circuit in the world, but it worked.

I'm not necessarily thinking of law-enforcement here, but municipalities and their contractors who will try to find creative ways of using these as revenue generators.
I like this idea as long as the authorities limit it to catching crims, but as with any new technology you must lay down the law, literally, regarding what they can NOT do with it, as well as what they can. This will be abused, sooner rather than later, just like so many other technologies and laws.
