Why? Do you have experience with the 406 or other late 90s/very early 00s Peugeots? These are known to be rather reliable. The 200+ k miles on his is quite normal.

Slow car? Are you sure you had a 135i and not a 128i? The 135i has 302 hp and 295 ft-lb from a turbo inline-6. The 128i is non-turbo and in the low 200s for hp and torque.
