Dragons running out of fire is only necessary when the story needs them to have some form of limits. If you need them to have some vulnerability, so that a hero can eventually kill them (against all odds) then having them eventually run out of fire is pretty much required.

I think Netflix was to good to be true for many years because A LOT of studio heads were really blinkered to the potential for online streaming, and thus gave Netflix really good deals on a lot of content.
