I’m not sure why you are buying in to the basic premise that “jay walking” is a crime. If a driver hits someone when they are crossing the road then the driver is driving without due care and attention, at minimum.

Actually his brake lights are both quite clearly working (you can see them on at the start of the video and again when he pulls over and stops). It’s his (driver side) tail light that is broken.
