Well, if someone knows the last 4 digits by looking at your receipt, it's reasonable to assume that they know what credit card network and program the card is in, which gives them the first 10 digits anyway, assuming they have access to the same lookup table of 10-digit codes vs. card programs that retailers do.

Speaking as a recent grad, your kids should pay their own college expenses. Federal student loans are some of the most forgiving out there (they were half of how I paid for school), and a part time job will cover the difference (I waited tables and tutored, that was the other half.
