I believe he was never dead in the first place, and it was all a fabrication of Fury to get the heroes to act. He even admitted that they "needed the push" when Maria Hill noticed that the cards weren't in Coulson's jacket. Wouldn't be far fetched that he lied to his advantage since we never saw the body.
