In all fairness, comparisons to Lynch have become for film and television what “Kafkaesque” is in literature where anything that even skirts being weird or quirky is compared to Lynch even though it has none of his hallmarks.
IIRC, in the original books Caillou is a toddler but they aged him up for the show by just stretching out the character design a little.
