Probably they mean if it was 1% originally than it would bump up to 1.03%. 1% chance up to 4% would be an increase of 400%. Personally i think the risk increase is a lot more than the 3% they claim though.They'll need a lot of shielding to get it that low. Still wouldn't stop me going though.
